Progression from All-Payer Model to TCOC Model

Maryland outlined a Progression Plan” in the fall and winter of 2016 to improve care and outcomes for all Marylanders.  The Progression Plan is the State’s vision for the continued evolution of the All-Payer Model and is designed to achieve person-centered care, foster clinical innovation and excellence in care, improve population health, and moderate the growth in the total cost of care for Medicare beneficiaries.  The Progression Plan reflects input from stakeholders and the general public invited through a public comment period prior to Maryland’s filing of the plan with the federal government in December 2016.   Negotiations with the federal government for continuation of the All-Payer Model were based on the care transformation vision outlined by the Progression Plan.
